[ tut ] [ 5.5 || 6 || 7 ] Scanlines
Here is a tutorail how you make the simple scanlines.
1:Start making a new image, 1x3 pixels, with a transparent background.
Zoom in, and make a one pixel black dot in the middle with the pencil tool [B].
2:Go to Edit > Define Pattern and save it.
3:Now to the fun part - open the image you want to add scanlines to, make a new
layer and go to Edit > Fill.
Choose the Pattern you've just done.
Done If the scanlines are too strong, just edit the opacity of the layer.
Tips:If are going to have they scanlines over a text, you have to set the layer where the
text are at overlay. If you don't do this the scanlines would be over the whole picture.

just add http:// before www14.brinkster.com.....

It's probably because Brinkster doesn't let you link images from their server.
And yes, don't use BMP.

well it's likely his server doesnt allow remote linking to images, so it could be a mix of both reasons.

What if you made a whole pic like say orange, then instead of a black dot, used a dark orange, and then added a new layer and fill> with the orange scan lines, i think this could work with any color. . .im going to test it out.
